I dont think their behavior warrants the use of the word "aggressive". They are stealing hooked fish off the line. they are not attacking fisherman, or boats, or whatever they are just taking advantage of an easier source of food.

You mean the girl who was illegally feeding a wild animal bread and then was pulled off a dock by her belt and left unharmed when she stopped?

If you go up to a lion and feed it a steak, and then it takes a swipe at you is that aggression? Or is that idiocy on your part?
