Too funny. Maybe the pelican thought it would be easier to order fish than to try to catch one!

I wonder if there is more to the story? The bird doesn’t seem to be afraid of the people at all. Maybe he goes there every day, and people buy him fish. Or maybe the store owner gives him fish scraps.
