Wolves were demonized for killing livestock and an occasional story of a wolf killing a person was icing on the cake for the anti wolf propaganda which was rampant throughout European history until they were eradicated. So many fairy tales from that early time period involves evil wolves including Little Red Riding Hood.

The numbers may be unreliable or even dubious but I don't think there is any question that more people were killed in Europe than ever were in North America. There could be a number of factors that contributed to that

I'm certain the fact that Europe overall has a much higher population density than North America would be the contributing factor along with Europe overall having much less natural prey available to wolves as a result of overhunting by humans.
