Agree with Chris, there's no question Manchester has some less appealing parts, but it's only slightly above the nat'l average overall, and not on par with Cleveland (2.5x nat'l average) or Akron (2x), particularly in regards to the "worst" neighborhoods.
I think the bigger problem here is that Manchester is an hour to Logan in no/light traffic. Any traffic at all and an hour won't be anywhere near enough.
