All-round, I'd probably say Dover. Portsmouth has more pros than Dover, but also more cons. Keene I was rather impressed with my visit there last winter. Others like Laconia and even Berlin get credence because at least of their location. I just find nothing riveting about the I-93 corridor cities from Concord on down.

Dover has a nice downtown... not as nice as Portsmouth but not touristy or yuppy.
Keene is like a carbon copy of Brunswick Maine, just without the ocean. You could read about it in Money magazine if you serched the archives, I believe they did an article a few years ago about it being like No.1 in the country to raise a family! They do hold the World Record for most LIT jack-o-lanterns at one time. The Infamous Pumpkin Festival is amazing and is a great community effort every year to keep it successful. Children in their classrooms all carve pumpkins and they get delivered to the Main St. and displayed, from many area towns. The people come in the thousands to experience it all. I believe it is this weekend, if anyone wants to go! It is completely free- just make sure to bring a carved pumpkin so we continue to hold the world record!
Which city has the most walkable downtown with living options (or at least has safe, friendly neighborhoods within walking distance to downtown)? I'm looking for a new city to move to in either the Northeast or Upper Midwest, and NH has landed onto my radar.

I believe that Portsmouth is the most walkable and safe. There are downtown living options, but unfortunately they are tremendously expensive. I think 1 BEDs go for about $300k. You may try Dover for a more economical option.
Walkable downtowns in NH... hmmm, yes Portsmouth comes to mind. Summertime is wonderful to walk around in Portsmouth. Other considerations might be Exter, Dover (love Dover for some reason these past few years, lots of great neighborhoods, older beautiful homes, some rentals, etc) Derry, Concord, North Conway. Pembroke has a cute little downtown ares. Many towns in NH have town centers, with maybe a village store, and not a whole lot more. I'll put on my "thinking cap" and get back with more
