Try Goffstown Village, or Glen lake area of Goffstown, Close to stuff, walkable and has public utilities. If you can find a house for sale on glen lake you can almost hit all your bullet points. Taxes are a little high, but far from the worst in the state.

I live in Goffstown and agree. I live about 1/4 mile from the village and have public utilities, you can walk the small main st. along the river, go to one of a few restaurants (pizza, steak house, traditional american, Chinese, and a breakfast restaurant), walk to a grocery store, two gas stations, a bar, hair salon, hardware store, and more - all within a mile radius or less.

If you have questions specific to Goffstown, feel free to send me a message.
