Yup. Between this and Constitutional Carry, my vote is so far getting its money's worth

Although I don't smoke, I believe the enforcement resources are better used elsewhere.

I can't add much more, other than to say that as a fellow non-smoker I am also happy to see these changes. I don't belittle or begrudge anyone who chooses to partake. That is the essence of live free or die, no?

Wink Hydroponic kits at the hardware store

Sununu signed House Bill 640 just shy of 60 days ago. Today I was in Lowes, they had a huge endcap display for hydroponic gardening kits.

I don't know if growing your own cannabis is decriminalized, but one mature plant will easily surpass the 21 gram limit so I doubt it.

So yes, I'd say it is coincidence. They're targeting people who want to grow vegetables indoors with winter coming.
