New Hampshire was one of the first states to regulate septic system for the protection of wetlands.

We had a lot of nasty pollution from the mills and factories. It took decades (and millions of dollars) to clean up our waterways and wetlands, it's the job of NHDES to keep them that way. Sometimes they can be a bit over-protective, thus the rules against routing washing machine output to dry wells.

Phosphates are the big no-no - which is why the dry wells are needed. Phosphorus is harmful to the environment, as it can deplete oxygen which is vital to fish and other aquatic organisms.
