You might check into Dover, which is about 10 miles from Portsmouth. Even closer to the beaches than Rochester. I believe the Dover school system is a notch above Rochester.
We moved to Goffstown a couple years ago (right after the Mother's Day Floods 2006, actually)... Even though we heard about the horrible floods, and then they happened again in 2007, we did a lot of research on location of a house. I am so happy we moved here! It's a great family town, and we're so close to so many things, that I've never been happier and really feel like I'm "home". I have made lots of friends (many are transplants, too, but there are some "natives" LOL), and and really happy.
Oh, and Goffstown was cheaper than moving east of the Merrimack, but didn't increase the drive to the ocean by that much, even though the property taxes were higher than what we paid in the midwest!
I was wondering also if New Hampshire has rent control? The only reason I ask is because of having my rent raised ALOT once to the point I couldn't afford it and then I had to struggle to come up with the money to move.
I would check out Concord, it is a large enough town to have jobs or be close to other towns offering jobs but is also an easy commute of the lakes region and White Mountains in northern NH.
