It's not the tax rate. It's the actual amount one pays for real estate taxes. That is a big difference.

Some towns have rules, rules, and more rules. The OP might wish to avoid those towns if possible.

OP states near a hospital. Not all hospitals in NH are that good.

I don’t want to choke on any bills/taxes or permit/zoning issues. Like to leave as much of that behind as possible!

No one does.

There are town with no schools, no police, no fire department, and no employees - or part time town clerk working out of his/her home - AND the taxes are HIGH.

So now what? Do some research on what a particular potential home actually pays per year in real estate taxes. It's all on line now.

Moultonborough has somewhat low taxes because the town has the most homes on Lake Winnespaukee. Most lake homes are seasonal usage - so no kids in schools. But Moultonborough has 12 full time police officers and Moultonborough has it's own SAU school system from K-12. Moultonborough has strict zoning. But try to get what OP is seeking in Moultonborough. And the real estate taxes are still high in Moultonborough - just not as high as some other towns.

So does the OP want lower property taxes but lots of rules and regulations. Or higher real estate taxes but with few to none of the zoning issues.

Everything is going to be a compromise.

Moultonborough has very low taxes for the high quality of life that it provides compared to just about ANY rural area in the US. Property assessments are higher in Moultonborough, but the town land area is very large- meaning more reasonably priced properties can be found that aren't lakefront. The 2019 tax rate is $7.12 per $1,000 assessed value- about 60-70% less than most towns in NH.

Canaan, NH is a nice small rural town. Not far from Dartmouth Hitchcock Hospital.
OP is not going to want to be in the total boonies if he/she wants to be near restaurants and a hockey rink.

Some small towns around Concord would be good if you want land (warner, henniker, canterbury maybe even northfield?)
