I'd have to say that these kind of weather statistics are pretty deceptive. The biggest issues with NH winters are not the cold and the snow...by far the worst things to deal with are the daily darkness and the length of the winters.
There is NO Spring ,well perhaps the second weekend in May then right to Summer.

You're right about the darkness. In the winter, I swear it is full dark by 5PM. Almost as bad as when I lived in Alaska.
The Eastern side of the Easter Time Zone .Winter early sunrise, early sun set

This question really boils down to whether you want to be in the Midwest or New England. Going through the specific points of each city is useless. Lawrence is a college town with classic Midwest cookie cutter sprawl and close to KC. As with most Midwest cities, it takes minimum 3-4 hours to drive anywhere worth visiting. No ocean and no mountains without a plane ride. Dover is a small New England city with older homes and part of a fast growing region (NH Seacoast). It is close to ocean, mountains, east coast cities. But those differences would exist between any Midwest city and New England city. You need to decide whether you want to live in NE or the Midwest.
