It has been refereed to as such for several generations. Mostly due to people who live there thinking it is a little city, with a big city feel to it. Which in essence is all Vegas is. But you are bound to get several reasons why. But as I said this is going back several generations and I am sure every Generation has there own Purpose for it.

It's also tounge-in-cheek humor, because it's everything Las Vegas isn't - glitzy, showy etc. It's pretty much the opposite of Las Vegas.
