far as i know there's no computer data base. and how would someone know that you didn't get an item fixed between two different inspections.

It works like this. If you fail, the shop puts into the computer why you failed. This is logged into the State's database. Every shop must do this in order to do inspections. Without the database, it is impossible now for shops to issue new stickers. This is why shops won't cheat you through because they can lose their ability to do stickers. It is very easy for officers to check because of the new system. And this is all possible due to the internet.
