Frank, the last mayor (Gwendolyn Faison) & the current mayor have made a huge effort to clean it up. This is also not too far into it. However, I can remember, very well, when this part of Camden made Philthydelphia look pristine.
Props to Nexis for touring Camden outside of the waterfront. Very few people, especially locals, are willing to venture far from the aquarium/cambell's stadium/susquehanna bank center, even if it is just to downtown. The psychological barrier is just as large and possibly larger than the actual problems of that city.
The one time in my life I was ever in the "heart" of Camden was many years ago when my driving instructor for the "6 hours" to get your license had me drive to a girl's house to drop her permit off. It was the first time I realized Camden, and thus Camden Co., has a huge Puerto Rican population.

The building with the tower in pictures #1 & 3 is where you used to go for jury duty before the Hall of Justice was built. A lot of state & county offices used to be on Federal Street, if I remember correctly, about the 700 & 800 blocks of Federal Street, so if you had to go, it meant walking the streets of downtown Camden which were beyond filthy at that time.
