Changing heating systems in an existing house

I have the same problem in my 2 fam house on the second floor. Oil steam heat - Radiators are hissing and some are pissing a lot of water. The house is old and the pitch is bad on all the runs to radiators. I'm thinking of switching to a gas baseboard system. If you know of any good contractors who specialize in this for a reasonable price I would love to know.

I live in an apartment. My landlord insists on replacing the steam heat system. He has put in a heat-pump system that makes too much noise. If he replaces it with a baseboard system, will that work without any noise whatever?

I live in an apartment. My landlord insists on switching from steam heat. He has installed a heat-pump system that makes too much noise. If he replaces it with baseboard heating, will that system work without noise? Are there any other problems associated with baseboard heating that should concern me?
