gas logs are not really energy hogs

i believe they are "100% efficient" in the sense that 100% of the gas burned turns into heat and goes into your house, along with the CO and moisture that burning natural gas creates.

you might want to work with the gas fireplace but most people would not want to use a non vented heater very often due to the CO and moisture.

When you close the vents upstairs, can you hear or feel the velocity of the air coming into the downstairs vents increasing? it should be noticable.

thank you everyone so much for replying, i've been feeling so lost and helpless with this issue. i've only tried opening and closing the vents, and i don't notice the air velocity changing at all when we close the upstairs vents. we tried looking for dampers but can't figure out if there are any and if so, how to open/close them.
i'll try calling our gas/elec company and ask if they can help at all. and also an inspector for the fireplace. there is a fan/blower inside the fireplace that blows the heat out, but i wonder if it only disperses the smell better which is why the CO alarm hasn't gone off anymore (since we turned on the fan).
i REALLY appreciate everyone getting back to me on this. again, i've been feeling so clueless and helpless, and only put it off since the warm weather came, but now that cold weather is looming again, i am getting really anxious about it.

a lot of chimneys have a lever /damper door that you have to open befor a fire, gas or wood.on your attic furnace you can have a service tech rewire your blower motor to a higher speed they have 4/5 speeds and check duct ajustments for more air flow,,,,,,,,,goodluck
