Different areas get water from different places. Where I lived, the water wasn't hard and it tasted great. If it's really hard, you need a softener. Filters will help with taste (among other things).
Shower filters are not rated to remove water hardness. You would definitely need a water softener.
Since a softener adds salt, you may benefit from a salt removing reverse osmosis drinking water filter installed under the sink.
