Why do idiots shovel snow BACK into the streets

I always try to find the possible rational reasoning behind things, whether its true or not and no matter how I personally feel about them. It's way too easy to say "that person is an idiot" and get upset. If instead of passing judgment and becoming annoyed you try to find some level of understanding you'll find yourself annoyed a lot less and smiling to yourself a lot more. Because they're idiots. It's against the law in my town to throw it back into the street..pretty sure it's illegal in most places.
