I'm interested in moving to Teaneck next year from NY to be closer to work, and I'm happy that the rent prices are super low. However, I just wanted a general idea of the area. Is it cheap b/c it's more of a shady neighborhood? Am I better off in a neighboring town like Hackensack? I don't need a neighborhood to be the happening nightspot like Hoboken or anything, but just safe enough to walk back home at night.
The other option is to commute to Teaneck from Jersey City, which according to gmaps is 30 mins. However, I've also heard that traffic is pretty bad. Any advice?

In that area, I think Ridgefield Park is a bit better.
Teaneck is perfectly safe, but very, very boring. The northeast area near the armory is considered a bit sketchy by some, but, from my experience it is still safe (this comes from being in the area in the day and driving through at night -- I've never had any reason to walk there after dark , but I don't see why it wouldn't be fine).
On why you found low rent, the residents of the town are overwhelmingly either black or orthodox jewish (pretty much all middle-class, as opposed to the rich/poor split in Englewood), and few people from other groups want to live amongst those people, so if a building failed to appeal to members of either group I'd imagine the landlord would have serious trouble bringing in a high-paying renter.
