I can't even begin to describe how many times I've been chased off the beach during the summer.

I think it depends on the township.

If you have a fishing pole you can get a season permit to surf fish at Sandy Hook all night long.

Yes your allowed on the beach at night in the off season. You can even come to the beach during the day. With the nice day today and tomorrow you will see plenty of people on the beaches.

I've been on many beaches at night, many times. I've even swam in the sea at night.

I haven't done this in 10 or so years but Ive only ever been chased off the beaches at Seaside and Pt Pleasant. The further I was away from the boardwalks the less hassle I received. There were many times we slept on the beach all night and didn't leave till after sunrise.

Township beaches yes, some of the parks (Sandy Hook, IBSP, 7 Pres, etc) no.
