Flanders is Mt.Olive Twp and it is located close to Chester. Chester is much more expensive, and it is part of a ritzy swath of towns that include Harding, Mendham, Chester, Bernardsville, Bernards, Morris Twp, and others. Chester is at the western edge of that swath, and is lower priced than Mendham, but it is still very expensive. It has higher income levels than Mt. Olive and the schools are rated higher.
The Flanders section of Mt. Olive Twp is lovely, but it is a more typical moderate priced suburb without the prestige of a Chester or Mendham. However, although cheaper than Chester, it is not cheap. It still takes about $400,000 to get started looking for something halfway decent, and you can easily spend $700,000 to $1,000,000 in Mt. Olive if you want something really nice.
Flanders has no downtown, just a shopping area along Route 206. Chester has a cute but small downtown area along Route 24. It is kind of a spread out suburban downtown rather than a village, but it would still qualify as a downtown.
