There is nothing negative about that neighborhood, as far as I am concerned. In fact, if you are moving from Jersey City, I think that you should consider moving to that area of Bayonne as being a significant improvement to your quality of life. The crime rate is FAR lower than that of Jersey City.
If you need public transportation, buses run very frequently along the Blvd, to both JC and NYC. The only negative thing I can think of is the proximity of supermarkets to that neighborhood. There is no supermarket within reasonable walking distance, so you would need to use the bus for food shopping if you don't have a car.
The only apartment houses that I recall on 48th St. are the ones on the block west of Kennedy Blvd, along the northern edge of Bayonne Park. That is actually a very nice location. If this apartment fits your budget, I think you should go for it.
24th St near Avenue C has the advantage of being only 2 blocks from a large Shop-Rite. Also, it is only a short walk to most of the shops along Broadway. Those are the good points.
The negatives points are that the area is more congested and has a slightly higher crime rate than the area of 48th St & Kennedy Blvd, although it is still far safer than most areas of Jersey City. Also, you will see very little "green" area, as compared to the 48th St location.
