I'm a newly graduated doctor coming to NJ in a couple of weeks and I need a place to live that's close to Newark (within 15 mins or so driving distance). It will be just myself (no pets, no kids, non-smoker, non-drinker, very quiet easy going guy). Basically I'm looking for a 1 bdrm apartment or studio...big plus if utilities are included and if it's at least partly furnished...but of course it's OK if it's not. I'm on a resident's budget, so I'm looking at around $600-800/month budget for rent. So if you have a place available please send me a PM!
Google for Newark off campus housing. Rutgers Newark, NJIT, and Seton Hall Law School all have off campus housing lists you can view online.
You can get a room in Society Hill / University Heights area where lots of college students rent easily in your budget range.
However, I would echo what was said above: unless you have lots of student loans, I'm guessing starting resident should be making over 50K right now (my sister graduated from UMDNJ last year and she was mid-50s salary during third year), so $1000 - $1200 / month should be quite doable on that type of salary. I think you might be able to go up to $1400 for premium 1 bedroom if you don't have a lot of other expenses, but money starts getting tight above that (my sister was paying about $1900 / month before tax deductions for mortgage interest and property taxes, probably around $1500 / month effectively after she gets back tax refund in April, she was able to live on that, but there is very little money left to spend on whatever else you want to buy other than basic living expenses - she owned her own car, so there was no monthly car payment for her, too).
If you rotate at all three hospitals (University Hospital in Newark, the VA in East Orange, and Hackensack Medical Center in Hackensack), keep that in mind too when searching for a rental.

I know someone that lives in this building. It's in South Orange (15 mins. from most of the hospitals in Newark and safer) and they have efficiencies. It's a little above your budget but I'm not sure what you'll get for less.
