Well you'll certainly get safety and a decent commute into NYC, especially with that price range. But uhm, rural? I mean you'll get dense suburbia. But you gotta go pretty far west into NJ for anything rural. Fort Lee and Ridgefield Park are certainly not that in any respect.
The Dense Suburbs extend 20 miles from NYC , then theres the Sprawl Suburbs those go out 50 miles , then you hit Rural.... But why Rural, commuting to NYC from the Rural areas takes a min of 1.5hrs , factor in traffic thats 2hrs.

Well now you're in business. With that kind of budget you could find any number of modern and spacious apartments in safe towns along the bus lines and trains into the city.
Tell us a bit more on what you're looking for in a town in terms of amenities (restaurants, bars/pubs, shopping, grocery stores, any specialty needs).
Look at the bus schedules on NJ Transit to find towns. I don't think you want to take a train based on where you say your job is, you want to go to Port Authority Bus Terminal at 42nd Street.

LOL RE bolded--so, you've never been to New Jersey. What you just wrote is called an oxymoron.
Edit: Oops, I see someone caught that. You also have to define what you think is a short commute. Bear in mind that there is a mile-wide river separating NYC and NJ, a whole lot of people (like a couple hundred thousand people) trying to cross it at the same time, and a finite number of ways to do that. So, your shortest possible commute is about half an hour from home to office and that means living in one of the towns on the river. The next step is that those towns are either very expensive places OR places that won't meet the "safety" criteria. If you'll go 45 minutes to an hour, which is considered a short commute by most commuters (mine is 2 hours door to door) you'll have more choices.
Ridgefield Park and Fort Lee are both decent towns--suburban on the more congested end of suburban, but very livable with access to everything you need. Also suggest Rutherford--there are some nice apartments there, both in complexes and in multi-family homes, and your commute would be around 45 minutes.
