Available Parking at Bay Street in Montclair? (Bloomfield: neighborhoods, train)

I know that there is a new parking deck at the Bay Street Station, however is there available parking for non-residents? On the Montclair website, it says that there is a 5-year wait period for a "B" permit (Bay Street Deck). Since there seems to be such a high-demand for parking here, what are my chances of actually getting a non-permit space during morning rush-hour?
My neighbor parks there in one of the daily spots (he doesn't have a permit). I think it's $5/day. I think he gets there by 7:30am and said parking has been easier now that the new deck is open.
I know this thread is a few years old, but was wondering if anyone had current info on approximately what time one would need to get to Bay Street Station in the morning in order to secure a daily spot?
Also, is there (safe) street parking around there in the event the lot is full or would one be better off driving down Bloomfield Ave to Bloomfield Station?
My neighbor usually gets there to catch the train that departs around 8:20am and he usually has no problems parking. The surrounding neighborhood is a little sketchy. I know one time he had to park in the street and his car was broken into.
Usually the areas around the stations limit you to 2hr parking or the neighborhoods would be clogged with commuters' parked cars.
