I've never heard of this anywhere in NJ, you can call the town and ask but chances are you're not going to get out of the ticket.
Your best bet is to actually see if you can pay on installments if you literally don't have the $60 to pay the ticket. I know some of the traffic courts DO offer installment plans - generally for much much higher amounts but if you're really THAT broke you might have a shot at getting one - or at least a better chance than getting out of it with "community service".
i dont know about community service, but people generally pay the fines for a DUI in an installment plan worked out with the court. I would imagine you would be able to get it lowered into installment plans if you ask for it. I would be proactive and see what can be done over the phone. Call the towns municipal court office.
i would imagine it can result in extra fines, default judgments, suspension of license/registration/insurance, reporting to credit bureau but jail? how so? wouldn't that be only if you drove without the license/registration/insurance?

This is New Jersey, you can go to jail for anything. Last time I was in traffic court, the guy ahead of me spent a weekend in jail for not paying a seat belt ticket ten years before. Only thing is, he'd never gotten a ticket, he had a common name, and the State didn't even have the driver's license number of whoever was actually stopped. Judge wanted him to pay anyway, but for some odd reason he insisted on going to trial.
No you can not do this. Only a judge can order you to do community service, but no judge would for a parking ticket. You can go to the court clerk and work out a payment plan in some towns.
If the ticket was $60 it's probably a big city, so you might have a chance to work something out.
