I would be moving to NY in December. My work location would be Empire State Building, NYC.
Considering the cost of living in New York, I think its better to live in NJ and spend 30 mins one way to NYC everyday.
I need your recommendation, in suggesting me a good locality, where I can get an Indian Neighborhood. Of-course security and decency would be my priority aswell.
I am assigning a budget of 1000-1200 for a 1BDR. Is my budget OK.
Also I would like to stay close to public transport, so commuting would be a challenge.

First of all, a 30-minute commute means that you would have to be in one of the cities that borders the Hudson River on the New Jersey side. Anything further into NJ is by definition more than a 30-minute commute. This will not be a challenge at all, as all of those cities have public transportation to New York City.
Jersey City is one of those cities. It has a significant Indian population. There is even a section called "Little India". I am not sure about the rental budget for those neighborhoods, but perhaps someone else here can get you more information.
Iselin is where I come across people alot of people with Indian desent
Good suggestion. A coworker of mine, non-Indian, lives there and says most of her neighbors are from India. She likes it there. Says she has good neighbors.
OP, you might want to check out the Iselin section of Woodbridge. It's a little farther from the city, but accessible by NJ Transit trains, and it's more of a suburban area rather than a city.

Yes, Iselin has a lot (two words!) of people of Indian descent.
However, if the OP is looking for a 30 minute commute, Iselin and environs would not be appropriate.

However I just came to know that my work location would now to San Jose, CA instead of NYC.
