I was an academic dean at Rutgers for ten years and dealt with admissions on both the undergrad and grad levels.
First things first, your wife will need to have her transcript and degree evaluated by an accredited organization. I would recommend
World Educational Services as the best option.
Once the evaluation is done, she will have a better sense of whether the degree is equivalent to a four-year Bachelor's degree here in the US. If it is, then your wife would be able to apply to graduate-level degree program such as a Masters or Ph.D. Or a professional degree program such as an MBA or a Doctor of Pharmacy (Pharm.D.).
If the degree is not considered an equivalent to a US Bachelors, then your wife will have to attain a Bachelors first before applying to a graduate program. I will tell you that no graduate program worth it's salt will admit an applicant who does not have an accredited Bachelors degree, even with work experience. Thus you can be assured that will give you a clear identifier of "diploma mills."

Colleges and universities here in New Jersey must be accredited in order to operate. Thus, there are no "diploma mills" per se. However, I would encourage you and your wife to look carefully at the programs to determine if the content of the program is what your wife is looking for. Other schools to consider besides RU and NJIT include Rider University, The College of New Jersey, Rowan University, Seton Hall University, Drew University, and even St. John's University over in Staten Island.
Other universities that have online divisions include Penn State, Drexel, and St. Joseph's. All are very reputable.
2) Based on the above can she get any kind of scholarship?
On the undergraduate level there are many options for scholarships. On the graduate level, most financial support options are loans. Her best resource for information would be the Financial Aid Office at each college or university she is applying to.
3) What is usually the fees per year on average for degree in business/accounting?
Each school will charge a different tuition and different fees based upon whether she is on campus or completing work online. Also, there will be costs for books and supplies that will vary from school to school and within courses.
4) Can she get any waiver on her credits based on her experience and education.
My initial comment would be no because most graduate programs are not going to accept "life experience" credit toward degree requirements. They may "recognize" life experience insofar as a plus in her application.
