How is this different than ARC? What lines would get a "transfer free" commute?

This wouldn't be a dead end station which was the ARC , the Raritan Valley , North Jersey Coast line and future MOM lines would be transfer free.

What about the existing lines passing through the Secaucus upper level (NEC, M&E)? Would they be able to use the new tunnel as well as the existing one?

BTW, I wouldn't get too excited about this... there's still three jurisdictions which could mess it up.

Yes they would be , NJT , Amtrak and the PA all seem to be for this , now all we need is political support which since this would benefit the suburbs shouldn't be too hard....and the 2 big wigs which seem to favor the 7 train extension which would benefit mostly developers... I do see this project being built sometime in the next 15 years.... Its a 4 in one project which is rare for this region...and it will be one of the last large projects in this region...
