I live in clark and my water heater is about 27 years old.
Still works great but don't want any surprises. I believe I need a permit, but my question is this; does a licensed plumber need to do the install?

Why wouldn't you just call your township and ask them?
You can do your own plumbing and electric in any single family home that you own and reside in.
Yes they do want permits for a hot water heater changes.
