I-95 runs from DE north into PA, goes through Philly, then over the Scudders Falls Bridge enters NJ just North of Trenton a bit then keeps going a little, then NJ gave up the ghost on building I-95 decades ago the interstate loops directly back into I-295 south going the other way.

As you go North thru DE on I-95 the road divides, one set of lanes goes towards I-95 and I-495 which is a shortcut of I-95 that bypasses Wilmington, the other set of lanes goes towards I-295 and the Del Mem Bridge and the NJ Turnpike. that is where you make your choices.
There is no toll northbound on the DMB, so you can take I-295 into NJ and stay on that until you get to mid-Jersey. The other way is to take I-95 or I-495 to I-95 thru PA into NJ further up.
