I know it is my responsibility, but a friend of a friend is going to do it (he IS licensed) and he is too nice of a guy to charge me the full amount (he is always paying for our drinks AND HE DOESNT EVEN DRINK). What did it cost other people? The line is not totally off the house, but it looks like one of the 3 wires is disconnected

I want to make sure he doesn't cheat himself

Where is it disconnected from? I just paid like $1500 to run a new wire from the pole, New meter socket, and new panel and put the mess of wiring back together.

Looks right where the wire attaches to the house. No other damage that I can see and was told it was easy to fix

I figure I will pay him a good hourly rate. Any idea what that is in Summit?

The line from the pole to the connector box on the house is the responsibility of the electric company, from that conections down is the homeowners responsibility.

If you refer to the connection between the pole wire to the house wire,
that is indeed a easy fix
A qualified electrician should be able to fix it in 10 min
If experienced, the treet power to the house might even have to be shut off.

But a licensed eletrician would do right by inspecting from this box down to the meter, into the house to the circuit box. And be satisfied that there is nothing else wrong before power is turned on.

Default This is who's responsible to repair.

The wire from the street to the point of attachment to the house including the connection is called the service drop and is the responsibility of the utility company to repair. The hook which attaches the service drop to the house is the responsibility of the homeowner.
The Service entrance conductors, those from the top of the home to the meter, the meter pan itself, and the conductors entering the house are the responsibility of the homeowner.

The utility co. will repair everything that is their responsibility but the homeowner will have to pay for everything else.

At least in PSEG territory, the customer is responsible for the "connector box" (service head, service cap, "hat") itself. PSEG is responsible for anything from the pole to there.
