It will not be a "dying tropical storm" when it makes landfall.
According to NOAA at the current time of landfall, somewhere a bit later than 8pm on Monday it still has a 54% chance of being a cat 1 and a 44% chance of being a trop storm and only a 2% chance of being a "dead tropical storm".
By Tuesday 8am, that probability of being a tropical storm goes up to 62% but that is well after predicted landfall. Even so, its still a 26% chance of a hurricane, and the odds of being "dying" are only 10%.
I am not sure why you are trying to down play a serious storm.
It is not the armageddon that TWC is playing up but people should take some simple precautions. Get some canned food, put batteries in the flashlight, and if you live in a flood zone, be ready to leave.
But is it really that big a deal if you got ready in a reasonable manner and it didn't hit?
Bottled water, some canned food, batteries, etc, are things people should have on hand anyway.
Exactly, I don't understand why people act like people stocking up on emergency items are crazy or overreacting. I bought some bottled water, batteries, ice, canned food, and made sure I had a full tank of gas 2 days ago. If the storm doesn't hit, it's not like I won't use those things.
As a general rule, if you're north or east of the storm's center you get less rain but higher winds. South and west of the storm gets very heavy rain and slightly less wind. They're predicting rain totals close to 10" or more in DE/MD, and about 3-4" in North Jersey.

As a note, that model (IIRC) is known for being somewhat conservative with forecasts, and it's predictions from 8AM today as of this posting, although it will update.
