I think the commercial was deliberately ambiguous at the start, to add interest and catch your attention. Most people would hardly notice that they thought that way after watching the whole thing or thought it was their own dirty minds. They were trying not to be so boring.
But...Mr. Leigh informs us that the groundwater at his utopian development is, "purer than rain".
Surely he wouldn't lie to us, would he?
That's why the s.o.b. wants only 'nice' people - people who will not complain and just keep their mouths shut and mind their own business while he ransacks the environment for profit.
