IIRC, the city instituted the idea of opening school yards for parking sometime in the late '80s-early '90s, so if you departed Bayonne prior to that era, it wouldn't be surprising that you don't recall it. I would not have been aware of it if I hadn't still been visiting relatives in Bayonne up through ~2002.
You're right about garbage cans - they were used. I also remember kids trying to hitch a ride on the back of the bumpers of cars before the roads were plowed.

I left Bayonne in '92 and I don't recall this at all! It's a good idea because the hardest thing is getting cars dug out.

When I lived in Orange, it wasn't a problem to keep the car in the street though my car was completely buried I couldn't drive it for a couple days.

But in Fort Lee where I live now, I park in my drive way. You will get ticked if you leave the car in the street. Fort Lee doesn't care nor provide an alternative. You can try to park in a parking lot of a local church overnight and move the car the next day.

Really makes me glad my town's policy is just "move it if you can, cool thanks dude!" cause parking on my block is sparse as it is...
