Then they are violating the rules that apply to getting QQ plates. In all my years in law enforcement, attending car shows and going to the track, I've probably seen at least a thousand cars that violate QQ registration. It never bothered me and I believe the QQ registration rules should be a bit more flexible as far as modifications. I have also seen cars with QQ plates that have no business being driven on the street.
