$1300 per month? wow! We pay $600/month for a family plan. Never heard of one that high.
If you tried to get a decent plan as a self-employed person, you'd easily pay that much for a family of 4. I looked at BCBS, Oxford and the few others who write individual plans in NJ, and it would have cost a minimum of $1200 if I didn't want any co-insurance and a co-pay of $25 or less. You can get policies for $500, but you'll have huge deductables and probably at least 20% co-insurance. Those plans are fine if you or your family have no health issues (and don't intend to get any), but if someone has diabetes, a heart condition, or anything else requiring regular treatment, you'll pay much more.
Now, for a program through an employer to cost that much is odd, unless the company is contributing nothing to the cost. I do know that my COBRA coverage with United Healthcare, $10 copays, and no co-insurance or deductables was over $1500/month, but I was only paying around $400 of that as an employee, with the company picking up the rest.

Self employment for health insurance is really not great in NJ, because you can't form a group (like a professional assn, credit union, labor union) for the purpose of purchasing health insurance. Only as an individual or through an employer - and the options for individuals are pricey and limited. If you get health through an employer, you could do ok.
As to property taxes, mine are about $6800 on a small cape in Bergenfield - and that is considered good.
We can't really compare what it would cost to live the lifestyle you live elsewhere, because we really don't know your lifestyle. Without knowing what you are living in for an 1800 a month mortgage exclusive of property taxes, we can't really compare. Housing will also depend on where in NJ you go.
Car will depend on what you drive and what you choose for deductible. And don't forget mileage and tolls. There are a lot of tolls here, and I hear they are going up.
Best thing to do is come and look and see - and make a decision if you want to pursue it.

You're not kidding, and the employer is one that you'd think gives great benefits I will say we have the best and most coverage available, but still...
We pay $980 a month for 4 people - BCBS, PPO, $30 copay and $30 scripts.
Last year we had Oxford PPO and paid $1,100 with $15 copay and $15 scripts.
