North Jersey by far. The top Catholic schools in northern NJ are consistently ranked in the top 20 in the country.
Right - because they recruit (but deny it) and are not bound by geographic boundaries. So you see skilled kids from upstate like the McCourtys and Ryan Grant on the Bergen County parochials. Jabrill Peppers was from East Orange and played for Bosco first then PC. So basically these are all-star teams.
I have more respect for the towns like Montclair, Phillipsburg and Piscataway who do it with the kids they have. I'm sure there are top schools down south (Cherokee or Timber Creek?) who do it the same way.
North Jersey, but as mentioned, the top Catholic programs in that part of the state get their share of players from Rockland and Orange counties in NY State.

So far SJ guys like Eli Apple and Corey Clement are making big waves. Eli Apple was drafted in the first round.
There are great teams all over NJ for High school football!
