Where are you coming from? Queens, NYC
Why are you moving? Job
Where will you be working ? If NYC, what part of NYC? in Caldwell

Will you buy or rent? rent
What is your budget ? $1,000
What kind of place are you looking for ? 2 bedroom apartment

Will anyone (spouse, children, pets) be moving with you ? spouse and child
Do you need/want good public schools? n/a

Briefly describe the kind of neighborhood you'd like to live in
Safe neighborhood is very important as we have a small child, would prefer a shorter commute to work but I realize that it's probably close to impossible within our price range. Any suggestions very much appreciated.

List three things that are important to you in order of importance.
Safety, short commute, affordable to a family on a shoestring budget

To be totally honest, you are not going to find a 2 br place in a good/safe neighborhood for <1000 a month. The only places I know of to find a 2 bd for 1000/mo or less will be Newark, Irvington, or Orange. (perhaps Belleville) but those areas are not what I'd consider safe or desirable. If you can up your budget to the 1200/1300 range there are areas that will fit the bill. Caldwell, West Caldwell, Verona, Roseland, Cedar Grove, perhaps even Wayne, though be careful with regards to flood zones (Roseland has some flooding issues too). A little further of a commute, but W Orange is also a possibility.

Even $1300 is low for 2 bedrooms. Some of the towns in that price range are not what I would call safe.

Here is one building in Caldwell:

Rumsey Park Apartments Apartments in Caldwell, NJ | Apartments.com

Parsippany/Lake Hiawatha has plenty of apartments and is safe.

Apartments for Rent | Houses, Condos and Townhomes Rental Listings - Apartments.com

I know nothing about any of these apartment buildings.
