how bad is rush hour. I would plan to leave early in order to avoid traffic most days. I would hope there is a gym near work as this is part of my normal routine anyway. I am more concerned about the evening commute if I were to leave Tarrytown around 5pm and arrive near the bridge at 5:15pm.

At that time of day, you are guaranteed to hit traffic.
I did this commute for a couple of months about 10 yrs back. I used to take inside roads to get to Palisades Parkway (Midland to Madison to Hillside). Then take Exit 4 on Palisades to 9W to I-87/I-287 to Tappen Zee Bridge. I used to go to White Plains, took me about 45-50 minutes one way. There was never much traffic, except at Tappan Zee bridge, but 9W meets Tappen Zee Bridge right at the bridge, so it is not that bad. It was not too fast, as a lot of these roads are single lane inside roads, but the route is scenic and I used to enjoy the ride.
I-87/287 has had major reconstruction/upgrades in Westchester county, my guess will that that the roads are better now, especially coming back in the evening.
Beware of cops on Palisades Parkway (if you speed). Tappan Zee bridge has a monthly commuter plan which works out much cheaper than paying toll everyday.

I know but will I be driving 10mph or does it move slowly. The commute is only 21 miles but I have had commutes of 50 miles take 45 minutes to a former job with no traffic and other commutes of 5 miles take 40 minutes.
