Trying to help a 71 year old male relative, who doesn't have enough quarters to qualify for Medicare. Back in California, this person did qualify for Medicaid (which is called Medi-Cal over there). Joining Medicaid HMO (Medi-Cal HMO) allowed better coverage for doctor visit, hospitals, etc.

No coverage for vision, or dental, but that's OK. This person is in good health (does not have diabetes, blood pressure or any other chronic issues; does not need maintenance medicines; has nearly perfect vision, and all 32 teeth in good shape!) So the Medicaid coverage is primarily for physical checks, and as insurance for any future major illness, or accidents, just in case something serious happens.

Seems like below are the choices ... any feedbacks?
