Can local towns pass laws prohibiting such a thing? I was just talking about this with someone and just want to settle this issue.

Yes.

In some towns it will be seen as a boarding house and zoning may not allow for it.

In towns/cities that do allow, they typically have to be licensed.

Common in every town to prevent homes being turned into boarding houses. While not necessarily banned, they can be controlled. Otherwise you would see too many packed into dangerous conditions that sooner or later result in a tragedy. Plus who wants one in a nice residential area. But the main issue is renting out a room is not necessarily a "rooming house" sharing an apartment is something different and if I remember correctly the number of times occupants turn over was the key. But that's a Building code issue.

Yes. Many towns and cities already don't allow such a thing.
