Which Washington are you referring to? What County? There are a couple of Washingtons and a few Washington Townships throughout NJ.

Sure does. That is Washington in Warren County. I live in Oxford, the next town over. I am not familiar with that particular apartment complex, but can give you general info on Washington. Do you have an address for the complex?
Washington is an up and coming area. There is Washington Boro, which surrounds the immediate downtown area and Washington Twp. which surrounds the Boro. Washington Boro is an area which has a "Main St" with lots of shops and restaurants. It is in the process of being revitalized. There area immediately surrounding this has a lot of multi-family homes and older homes which are fairly close together. This area is somewhat walkable. The stores available, however are mostly service oriented (cleaners, barbershops, etc and the restaurants are small time (pizzerias, chinese, etc). Some of the homes surrounding have fallen into disrepair, but there is a lot of renovation going on.
Washington Twp. is much more rural. The homes are mostly single family and spread apart, being on larger lots. Not very walkable for activty.
Not sure where you will be travelling for work but it is roughly 20 minutes to Route 78 and 15 minutes to Route 46. You need to drive 15-20 minutes to get to the big box stores (east to Hackettstown or west to Phillipsburg).
Overall, I love Warren County. Have been here for 12 years. It is very scenic and quiet.

That street is in the Boro. Located to the south and east of the downtown area, which is an older area of town. It is very close to both Routes 31 and 57, so easily accessible for travel.

The area is okay for a family. The town pool is not far from there. As far a quiet, not too sure, there are train tracks right near there. Don't know how often the train runs. If you are interested in Washington, you may want to look more north of Route 57 or west of Route 31. These areas would be a little more off the beaten path.
