They're not actually replacing the bridge, just raising the deck. There's already space for rail, and that's not going to change, but it's not being built out as part of this project.

i was walking 40 minutes threw an huge apartment complex now
even 10 minutes closer would make me happy

Perhaps if you pause in your extreme anger and frustration over having to deal with issues that NO ONE else has had to deal with.... you could take time to notice the "Quote" button at the lower right-hand corner of each post. If you use that, people might actually be able to tell which post you are responding to with your advanced writing skills.
