My husband and I currently live in Maryland, but I just got a job at Rutgers and he starts a position in Newtown, PA in a few weeks. We are looking for a good area to live between the two, but we're not familiar with the area at all. I've heard some people suggest staying on the PA side because there are better schools, however that seems like a really long commute for me. We want good schools/safe area. Any suggestions would be greatly appreciated!
Budget? I assume you mean Rutgers in New Brunswick? (there are multiple campuses)

(and are you sure which state you're relocating from? I didn't think the abbreviation for Maryland was 'DE')
Better schools in PA?? People usually live on the PA side if they want cheaper, not better schools. Princeton area is in between and has great schools, but fill out the sticky.
i agree with JerseyStrong on that point. PA living is to take advantage of lower property taxes and housing prices (depending on where you'd be looking). There are certainly plenty of town with good schools in PA, but NJ schools, if you truly look at the curriculum offered, are often better than most PA districts would be.
Actually those parts of PA, I think Council Rock is the sought after school district, are supposedly well regarded.
