If I live in NJ, but have income from CA that has state tax withheld on it (is this even allowed for a non-resident?), how much of that can be credited towards my NJ income tax?

It happens all the time for NJ residents that work in New York. They pay state income taxes to NY and all of it is credited against their NJ state taxes.

Is it even allowed for non-residents to have taxes withheld? If so, what happens when the tax for the state you work in is greater than the state you live in?

Yes it is allowed. If the tax for your work state is greater, then you will owe nothing in your home state, but will get nothing back (if that's what you're getting at).

Is it possible to file for a 100% return on CA taxes and then just file regular NJ tax?

Assuming it works the same for NJ residents earning income in NY..... No.

Then you don't have to pay your home state. If it is less, you pay the difference.

I meant more along the lines of if I end up having to pay more CA state income tax than NJ state income tax.
