Depending on where you are, you are very close to previous flood areas. I made a map with data provided by the state DEP, and this is what I get:

If you are at the end of Drake Street, you are merely 350 feet from a flood zone. Drake is a short street, so I would say any area is vulnerable to flooding, especially a basement dwelling. I wouldn't do it.

Anything past High street is out of the flood zone but Drake is in the heart of flooding.
Hundreds of years ago the indians living in this area avoided setteling on the banks of the Raritan river near Bound Brook. The white settelers who were much smarter than the indians built homes and businesses in that area and have been flooded out many times over the years. The indians were never flooded out.

but it does not flood that often. You may keep this priceline.com handy to bid for 3* hotel at Somerset Crown Plaza at $33 (was Somerset Marriott), and you should be fine. Do not leave valuable items in apartment. Anyway, you can watch weather closely, you will have enough time to react if you watch weather closely...

Otherwise, Plainfield NJ also got very affordable apartment to rent and also has train station, but it will never flood.
