I know graduate programs are grouped by programs. But I want to know which are generally the best graduate schools in the state. I'm looking to go to a school where I can be competitive in both NJ and NYC. I would look into going to a graduate school in NYC but I dont know if I could afford the out-of-state tuition.

Graduate School is all about the specific program and faculty, as you alluded to. In general though, Rutgers should have what you're looking for. Keep in mind though, that programs are distributed throughout the Rutgers system, so you might have to go to the Newark or Camden campuses, because certain Master's programs aren't offered at New Brunswick.

Beyond Rutgers...it really depends. Princeton obviously has some great academic graduate programs (though some aren't as great as you might think). Montclair is pretty well-known for their education program. Seton Hall has a good museum studies/preservation program. Drew also offers some graduate programs, but it's a very small school so they can be pretty restrictive in who they take, and they're also expensive. Most of the schools in the state offer graduate courses (FDU, Monmouth, Rowan...). In general though, if you're looking to save some money and stay in state, just go with Rutgers. It's affordable, has better name-recognition than any of the other schools in the state save Princeton, and offers a lot of networking opportunities within the state.
