The bank isn't going to finalize the loan without the CO so yes, it's incumbent upon you to do everything necessary. Since you're negotiating directly with the bank, permission shouldn't be an issue; depending upon the state of the house after receiving inspection results, the bank might allow you to move in without the CO but you'll be required to have all repairs effected and a CO obtained by a certain date post-move-in.

You'll have to spend the $35 (or whatever) to have an inspector come out and inspect.

If there are any repairs that need to be made you will probably be given a temporary CO/CO "with conditions".
