I did all those things back to him when he sleeps in the mornings and I'm up earlier than him. Doesn't seem to phase him , then he does the same thing even more to us. It's like a pest that doesn't go away. Just can't win.

Your co-op has a board.

Get on it. Literally run and be elected to the board. Then you can actually make them do something about it.

Alternatively, stop reciprocating. Give it a few days, be the adult here. And then if it's still going on, start calling management all the time.

All. The. Time. Have them on speed dial. Every time he makes noise, no matter the time of day, you call it and let them hear it. Make them come in on Monday to sixty four messages. Go through channels and make them aware that you're only looking for them to fulfill the rules in the lease. Cite the rule.

Eventually they will either A) Make the guy upstairs get carpeting or B) Buy you out and see if there's somewhere else in the building they can put you. All anyone wants in their daily job is to get paid and get home. We all have a pain in the ass at work and if you're a bigger pain in the ass than he is, they're going to want to just shut you up. Share the pain, don't go through this alone.

oh gosh I've been doing that this whole year. I've been on them like white on rice. They still don't care, they are def annoyed of me but still not doing anything. I've def come to realize they're just there to get their paycheck. It sucks because people are actually suffering and they're the only ones that can actually do something about it and don't. I was thinking joining the board.

Bad idea, IMO. If you're on the board, he could allege favoritism or a conflict of interest.
Better that you contact management & the board every time something happens, respectfully. Document all problems. Realize that he will probably do the same thing. Attend every board meeting & update them. You've waited too long, frankly,

Run a background check on him. See if it turns up anything you could use against him. Maybe he has outstanding child payments, is a registered pedo, outstanding warrants/tickets, etc?

* Find his car and as suggested, get creative...

* Record the incidents and take them to each board meeting ... speak at each professionaly and factually with documentation...ask it be included or attached to meeting minutes. don't tell them 'why' other than to ensure a record is kept...

* Where does he/she work? belong to groups (i doubt they goto worship...) get creative
